HURRICANE HARVEY EMERGENCY RELIEF

The Federal Highway Administration's (FHWA) Emergency Relief, or ER, program can help State and local agencies fund repairs to Federal-aid eligible roads, bridges, and other infrastructure after a Natural Disaster such as Hurricane Harvey.
The repair work within the right of way of Federal-aid highways is usually eligible to receive ER funds, if the roadway is in an affected county that is included in the Governor's Declaration or Presidential Declaration.

The decision to seek financial assistance for a disaster event under the FHWA's ER program rests with TxDOT. Local agencies with damage to Federal-aid highways should make their application for ER reimbursement through TxDOT. It is TxDOT's responsibility to seek ER funding for the repair of Federal-aid highways, regardless of which jurisdiction.

The ER Process:

Restore Essential Service: State and local highway authorities are empowered to immediately begin emergency repairs to restore essential traffic service and to prevent further damage to Federal-aid highway facilities. Properly documented costs with before and after photos are usually eligible for reimbursement.
Damage Assessments: TxDOT in cooperation with FHWA Texas Division engineers, undertakes damage surveys and/or detailed site inspections. This may include local authorities where appropriate. Typically, this involves on-the-ground visits of the damage sites to verify the extent of damage and to determine the cost of repairs eligible for ER funding.

Implementation of Projects: Permanent repairs after a disaster occurrence restores highway to pre-disastrous conditions. Permanent repairs require prior FHWA approval. ER construction contracts are advanced generally in similar fashion as regular Federal-aid highway projects. TxDOT generally takes the lead in seeing that projects are advanced in accordance with appropriate Federal and State requirements. The total amount of ER funding provided is based on the Federal share of actual costs incurred by TxDOT and local highway authorities to complete eligible repair activities.

The Final ER eligibility and reimbursement will be based on the documentation submitted showing cost, justification and compliance with Federal requirements.

Key Items for Local Authorities:


Identify your Federal-aid highway routes: Create a list of the Federal-aid routes in your county or community. Damage to these routes are potentially eligible for funding under FHWA's ER program. Federal-aid highways generally include interstates, freeways, arterials, and major collector roads. Usually rural minor collectors and local roads are not eligible.

Federal Requirements: Be familiar with the federal requirements for construction contracts and the roles and responsibilities of State and Local Agencies administering the ER Projects.

Document emergency repair costs: If you are undertaking emergency repairs to restore essential traffic, minimize damage, or protect remaining facilities, keep good records of the costs incurred. Be sure to take pictures of the damaged area before undertaking any repair work. These will be critical when TxDOT or the local agency seek reimbursement under the ER program.

Permanent repair work: Remember, permanent repair work requires prior approval by the FHWA Division Office. ER projects for permanent repairs should be processed following regular Federal-aid procedures. Contracts for both permanent repair work and emergency repairs must incorporate all applicable Federal requirements.

Toluca, México a 12 de diciembre de 2017.- El invierno inicia el 22 de diciembre pero los frentes fríos ya han dejado sentir sus efectos en el país con bajas temperaturas, lluvias, bancos de nieblas y en algunas zonas, caída de aguanieve así como de heladas que cristalizan las carreteras pavimentadas del norte y centro de la república mexicana. Ante tal escenario, Cesvi México (Centro de Experimentación y Seguridad Vial) exhorta a los conductores a que extremen precauciones en esta época del año y comparte las siguientes recomendaciones para un manejo seguro.

Respecto al Vehículo
a)      Asegúrese que todas las luces estén en buen estado, ya que estas le sirven tanto para ver como para que otros usuarios de la vía le vean. En esta época oscurece más temprano, y la inclinación del sol genera más sombras sobre el camino.
b)      Vigile el estado de sus neumáticos. Éstos deben conservar la profundidad del dibujo recomendada por el fabricante y mantenerse a la presión de aire señalada. Las bajas temperaturas comprimen el aire y endurecen el hule de las llantas disminuyendo su capacidad de tracción.
c)       Si se congelan sus cristales, echarles agua con los chisgueteros solo generará otra capa de hielo. Lo mejor es que use abundante agua y que prenda la calefacción gradualmente. Aunque parezca obvio, no circule si no ve claramente a través del parabrisas y del medallón.
d)      Asegúrese que los limpiaparabrisas estén en buen estado y desalojen el agua sin dejar rastros.


Respecto a la conducción
e)      Si va a manejar con guantes, asegúrese que no se le resbale el volante. Existen en el mercado guantes especiales para manejar.
f)       Sujete el volante con las dos manos en la posición  9 y 3 del reloj. De esta manera es más fácil controlar el auto en cualquier circunstancia.
g)      Concéntrese en la ruta y manténgase alerta a lo que pasa alrededor. Las personas tienden a manejar más desesperadas en esta época del año.
h)      Procure tener mayor cuidado en la noche, es temporada de fiestas y lamentablemente hay mucha gente manejando en mal estado.
i)        Antes de ingresar a un banco de niebla, cerciórese de que ha encendido las luces de posición (comúnmente llamados cuartos) y las luces bajas.
j)        Evite accionar las luces altas, ya que las partículas de agua propias de la niebla, funcionarán como un espejo, provocando que se refleje la luz.
k)      Recuerde que la distancia de seguridad debe de aumentar cuando se enfrenta a condiciones adversas, por ejemplo: si circula sobre una carretera con niebla, nieve o hielo, debe tomar en cuenta que la superficie se encontrará resbaladiza, lo que provoca que los neumáticos pierdan adherencia y el frenado aumente considerablemente. De ahí que deba aplicar la regla de los 4 segundos respecto al vehículo que circula delante de usted.


Miguel Guzmán Negrete, Director de Seguridad Vial de Cesvi México subrayó que el 14% de los percances viales atribuibles al factor humano se deben a que el conductor no guardó la distancia apropiada. “Además de este dato, en nuestros estudios hemos encontrado que el 13% de los factores que intervienen en un hecho de tránsito es atribuible a las condiciones del camino”, declaró.
